Why is the governor, just one person, able to control what private businesses can be open?  Was it her money that created the business?  Her blood, sweat and tears? Hell no!  A quick look at her bio makes it clear that has not been outside the governmental system in the last 25 years.  Her salary has been paid for by the hard work of taxpayers for a quarter of  century.  She has always been a tax-taker.
